HCPHES Veterinary Public Health provides animal control services for citizens of the unincorporated areas of Harris County and to other areas by contract.

Here are some questions to ask yourself before phoning in a complaint

Are you outside of the Houston city limits?

Do you know the address of the owner or location where the violation occurred?

Can you describe the animal's appearance?
If you live inside the Houston city limits please contact the Bureau of Animal Regulation and Care with your complaints at 713- 238-9600.
