Field Services

When fully staffed HCPHES Veterinary Public Health has 16 professional Animal Control Officers to respond to various animal related requests for service including:

  • Investigating incidents of animals biting people
  • Responding to complaints of free roaming dogs and cats
  • Enforcing rabies vaccination, rabies quarantine, and pet licensing regulations
  • Delivering and pick up humane traps
  • Inspecting Dangerous Wild Animal facilities
  • Enforceing laws related to Dangerous Dogs
  • Assisting law enforcement officers with animal related problems

Humane Trapping Program

The HCPHES Veterinary Public Health humane trapping program is designed to assist people living in unincorporated Harris County with the capture of difficult to catch dogs and cats.  Humane traps are delivered to persons living in the unincorporated area of Harris County who complete and return a Humane Trap Agreement Form.  The agreement requires that you monitor the trap, take responsibility for the trap, and call HCPHES Veterinary Public Health when an animal has been captured.  It also allows for the Animal Control Officer to have access to the property where the trap is located.

    • In person - Visit our shelter during regular lobby hours
    • Telephone - Give a description of your animal and the address the animal went missing from and we can check our records for a match during regular phone hours. 
      We still recommend visiting the shelter immediately if you have lost your pet. 
    • Website - View pictures of animals in the shelter on our Find A Lost Pet page.

      • 24 hours a day / 7 days a week.  Photos are updated multiple times each day.   

  • License: 
    • A Harris County pet license can be purchased in person with proof of current rabies vaccination during regular lobby hours

  • Quarantine turn-in:
    • Biting animals are required to complete 240 hours of quarantine from the time of the bite.  Animals may be quarantined at your private veterinary clinic.  We accept some animals for quarantine depending on space.  Please call 281-999-3191 for space availability.
