Environmental Public Health DivisionChanges in Ownership Whenever a retail food establishment undergoes a change in ownership, the new owner/operator must call the Environmental Public Health Division to request a permitting inspection before opening for business. This applies to any food establishment that stores, prepares, packages, sells, or otherwise provides food for human consumption and is located in unincorporated Harris County and in any city in Harris County inspected and permitted by Harris County. Establishments that undergo a change of ownership are expected to have a trained manager on duty during all hours of operation beginning on the first day of business.
