Lead Hazard Control Program

Possible Lead Containing Home Remedies and Cosmetics

The main goal of the Lead Hazard Control Program is to reduce serious and permanent health problems through the early detection of high blood lead levels in children under six years of age. The services provided by this program include:

  • Development and maintenance of our local database for blood lead testing.
  • Conducting targeted screening in groups or areas of high risk.
  • Case management for children with blood lead levels of 10 ug/dL or greater, in accordance with guidelines provided by the Center for Disease Control and the Texas Department State of Health Services
  • Education to physicians, families of children with elevated blood lead levels and others regarding the need for screening/re-screening, the methods of identifying and abating the sources of lead.
  • Public education and outreach about the hazards of lead based paint
  • Assessment and identification of housing units with lead based paint hazards
  • Lead hazard reduction and relocation (when necessary) for families in housing units where lead hazards are found

All housing units must be located within the Harris County service area, which includes unincorporated Harris County and the following cities: Pasadena, Baytown, Bellaire, Deer Park, Galena Park, Humble, Jacinto City, Katy, LaPorte, Morgan’s Point, Seabrook, Shoreacres, South Houston, Tomball, Waller, Webster and West University Place. This includes all of Harris County except the City of Houston. Harris County Public Health & Environmental Services Department is funded by the U.S. Department of Housing and Urban Development to administer this program.

Hazard control will be provided through contracting with local firms who are certified with the Texas Department State of Health Services and have experience in performing lead abatement work.

In order to qualify, the following information must be provided:

1. Housing information

·        Residence in a single family property built before January 1, 1978

·        Child younger than 6 years of age residing or frequently visiting the residence

2. Income/Employment Information:

  • A check stub from your place of employment (most recent)
  • A copy of the most recently completed and filed IRS1040 tax form
  • Award letter or proof of Social Security Income/SS Benefits.

3. Utilities statement (water, light, gas).
4. Your Social Security card.
5. Your Drivers License or Government issued picture identification.
6. Deed of the property – showing property’s legal description
7. Homeowner’s Insurance Policy.
